Library Policies
General Policies
For MATC libraries to provide fair access to resources and insure their preservation, all library users have an obligation to:
- Not eat, drink, or smok anywhere in the library.
- Maintain a quiet study environment, except in areas designated for group discussion.
- Maintain accessibility of library materials by:
- Properly checking out materials that can be circulated.
- Returning books by their intended due date.
- Responding promptly to recall requests.

Rules and Regulations
To insure the utmost safety and security of all library users, the MATC campus libraries have established the following rules and regulations:
- Eating or drinking is not allowed anywhere in the library.
- Use of tobacco, alcohol, or other illegal substances within the library is not permitted.
- Blocking of doorways or library stacks for an extended period of time is prohibited.
- Disruptive noise or behavior is not permitted in the library.
- Any small children in the library must be accompanied and supervised by an adult.
- Penalties for vandalism or theft of library property will be enforced.
Those individuals unwilling to comply with these rules and regulations may be asked to leave the library.

Library Computer Use
The MATC academic program drives the use of library computers. The computers are available to access information resources. When there is a shortage of computers, this computer work takes priority:
- Library orientation classes.
- Research for classes.
- Work on class assignments.
MATC policy states that the Internet is not provided as a medium of free expression when unrelated to the academic programs or operations of MATC (EE0202). These activities are not recommended for library computer use:

Loan and Renewal Policies
Loan Policies
All loan policies apply to all MATC students, faculty, and staff members. All library users must have a current MATC ID card to check out any materials or reserve items at any of the four campus libraries. This MATC ID serves as the individual's library card and can be obtained at the Student Life or Student Services Division office at each MATC campus.
Here are the loan policies for all MATC campus libraries per library material:
- Books and Materials from the General Stacks:
- The loan period is two weeks.
- One renewal period of an additional two weeks for each item.
- Bring the item(s) along with MATC ID card to the Circulation and Reserve desk.
- Reference and Periodicals (journals, magazines, newspapers):
- No loan period. These items can only be used within the library.
- Reserve Items:
- The loan period ranges from two hours to one day depending on the item.
- To determine the exact circulation period for a specific reserve item, ask a staff member at the Circulation Desk.
- Have the course number or the class instructor?s last name as well as a valid MATC ID to check out the reserve item(s).
- All reserve items can be obtained at the Circulation & Reserve desk at each campus library.
- Videocassettes on Reserve:
- College of the Air (TV College) videocassettes may be checked out for two hours within the library.
- No more than two College of the Air videocassettes per course can be loaned at one time.
- College by Cassette videos loan period is four weeks.
- Only one tape per course can be loaned at one time.
- Videocassettes from the Milwaukee Campus Audiovisual Department:
To use any of the videocassettes listed in the online catalog from the Downtown Milwaukee Campus? Audiovisual department, students, faculty, and staff must:
- Complete a request form and allow at least one day to receive item.
- Pick up the videocassette(s) in the Downtown Milwaukee Campus library the following day (after noon) to view the item(s) within the library.
- These videocassettes do not circulate outside the library.
- Special arrangements can be made to have the videocassettes sent to one of the other three MATC campus libraries to be used within the libraries.
- Faculty members may arrange to have a videocassette delivered to a specific classroom or may pick them up at the Downtown Milwaukee Campus library.
Renewal Policies
Renewals are granted to library users unless another library patron has placed a hold on the given item.
- To renew materials from either the general stacks or the reserve collection:
- Bring the item(s) to the library's Circulation and Reserve desk.
- Renewals are not accepted over the telephone, through regular mail, or e-mail.
- To request a hold for a library item, contact the library staff in person.

Library Fines
Library fines, either from overdue items or from lost materials, apply to all MATC students, faculty, and staff. To help insure that each MATC patron has equal access to library resources, return loaned materials promptly by their due date to the appropriate MATC campus library.
Fines are NOT handled by the library
When an item is overdue:
- Bring in the item(s) as soon as possible to the library.
- Ask the Circulation staff for an overdue fine slip.
- Take the overdue fine slip to the MATC campus Cashier?s office to pay the fine.
- Until all fines are paid, student transcripts or grades will not be released.
No fines are charged over weekends and holidays when the library is closed.
Overdue Fines for Books from the General Stacks
- There is a one week grace period.
- After the one week grace period, the overdue fine for a book is $.40 per day, per item.
- The maximum overdue fine for a book is $10 unless the item is declared lost (see Fine for Lost Items).
Overdue Fines for Videocassettes and Reserve Items
- There is NO grace period.
- The overdue fine for all videocassettes and reserve items is $1a day per item.
- The maximum overdue fee for a videocassette and reserve item is $10.
Fines for Lost Items
Any item that is not returned five weeks from its due date is declared lost by the library. Also, any item that has been stolen is treated as a lost item. Fines for lost items are:
- Books from the General Stacks:
- A total of:
- The current book price listed in "Books in Print" or $35, whichever is higher
- Plus a non-refundable $10 processing fee
- And the maximum overdue fee of $10.

Intercampus Loan and Inter-Library Loan
Intercampus Loan
All requested items are not available at each campus library. To help accommadate requests, MATC libraries have a system where library materials can be requested and loaned from any of the four campus libraries. This Intercampus Loan service is available to all MATC students, faculty, and staff members. To request a book from any location in the MATC district, direct your request to a librarian. Please be aware:
- Intercampus loan requests take up to three days to process.
- There is a limit of five requests per day.
- You will need to check the respective library from where you made the request to see if your material has come in. Notices are not sent.
- Materials received through Intercampus Loan can be located at the circulation desk and will be held for one week.
Inter-Library Loan (ILL)
Students and faculty have the additional option of utilizing the Inter-library Loan service to place requests for any books or journals needed from an off-campus or non-MATC library. Requests for either of these services should be made with a librarian at the Reference desk.

INFOPASS
What is the INFOPASS?
INFOPASS (INFOrmation PASSport) is a library-to-library borrowing arrangement where certain member libraries in the metropolitan Milwaukee area agree to share materials in their collection with the public through the Library Council of Metropolitan Milwaukee (LCOMM). Specifically, the INFOPASS is a slip that is issued by a reference librarian to enable temporary use of a needed item from a neighboring library. Members of INFOPASS include acadamic and school libraries.
How does the INFOPASS work?
When a patron needs an item that is not available at any of the four MATC district libraries, the patron can:
- Request an INFOPASS from a reference librarian.
- Take the INFOPASS to the participating LCOMM member library that has the desired material. [NOTE: The lending library will not send out any materials to the MATC libraries].
- The INFOPASS allows the patron to:
- Use the item in the library.
- Check out the item from the library.
(This depends on the item being requested and the lending library.)
Since specific loan privileges for INFOPASS items vary by library. It is important to ask the reference librarian what the lending library's loan period or policy is when requesting an INFOPASS.
What do I need to obtain an INFOPASS?
- A valid MATC ID card must be presented when requesting an INFOPASS.
- For each item being requested, a complete bibliographic citation is needed from the library's online catalog including:
- Author
- Title
- Publication date
- Call number
- Library location information.
Restrictions
- An INFOPASS must be obtained through a librarian at the Reference desk.
- There is a limit of one INFOPASS per day, with three items allowed per INFOPASS.
- For materials located in the Milwaukee County Federated Library System or CountyCat:
- An INFOPASS will be issued to Milwaukee County residents.
- Residents will use their Milwaukee County Federated Library System library card which can be obtained at any public library in Milwaukee County.
- The MATC library reserves the right to decline an INFOPASS to those patrons with outstanding library fines.
- The patron, not the MATC library, is responsible for all overdue or lost charges incurred at the rate of the loaning library. Find out in advance what the fines of the loaning library are when borrowing library item(s).
